With the high-speed development of the science, technique, economy and population, people improve consumedly their abilities to exploit and make use of the ecological resources. Then people's activities have already impacted seriously the carrying capacity and the self-protecting ability of the ecological resources. The negative influence of the globalization comes out obviously: The air, atmosphere and water are polluted, the forest is destroyed, the soil is becoming the desert gradually, and the chemical wastes are thrown all over the world, so the conflict of the people's civilization and nature is breaking out by a kind of strongest way. The infinity of production and the finity of resources become a couple of contradiction. And the development of this contradiction leads to the deterioration of the environment. While we are up against the ecological crisis, the scholars put forward the ecological compensation system.
