A number of facts indicate that the good or bad survival of an enterprise is determined by the implementation in the fierce market competition. In the word today, the chief Executive of a national government level will directly affect their international competitiveness ,national survival decisions with the increasingly fierce international competition.In the last 20s of 20th century, Western countries have waged a dynamic"government waste"campaign with the management as a sudden appearance of a new fierce. Ultimately , It aims to enhance the implementation of government's administrative power, shaping the efficient, flexible and clean government image. The globalization has pushed a government to effectively organize and guide their socio-economic development in the correct direction, and we must greatly enhance the administrative capacity to implement.In our country, the Chief Executive of the administrative capacity–building of the government is the missing link. The issues before people with no exception with the administrative implementation of the associated shortcomings as: Prime Minister has to pursue case :work salaries; Environmental protection as the basic national policy and strategies for sustainable development has been put forward ten years, the environment is deteriorating and more officials corrupt, etc. So the Chief Executive of the study is of great significance.
