An Analysis Of Small Bush Administration's Policy Toward Taiwan And The Taiwan Issue Direction

Since the founding of People Republic of China, Taiwan issue has become the most sensitive problem which is hardest to solve in Sino-U.S. relationship. Undoubtedly, Taiwan issue is a domestic issue of China, and it should be solved by Chinese government. But Taiwan issue was started with diplomatic characteristics due to historic and realistic factors. Whereas America's policy towards Taiwan was always subordinated to its strategy towards China, and America's strategy towards China was changed with the changing of the orientation of China in its global strategy.After the end of the cold war, preventing rising of any state or group of states became the core of American foreign policy to maintain the hegemony of America. With the development of economy and enhancement of power of China, America thought that China will probably challenge the status of America, and it was necessary to keep eyes on and contain China. But at the same time, America had to keep contact with China because its interest in China was increasing and it needed cooperation of China on many other international issues. Therefore " containment when engagement" policy became the basis of America's policy towards China. America adjusted its policy to Taiwan according to this strategy, elevating strategical status of Taiwan, made Taiwan a card to contain China. From the president George Bush . to president Clinton, till the president George W. Bush., the policy towards Taiwan of America is continuous. During the reign of president George W Bush, there appears some new different characteristics in America's policy towards Taiwan. With the changing of international situation and the framework of political power in Taiwan, it is worthy to pay attention to what influence America can make on Taiwan issue and the solving of this issue.
