Defense Systems Engineering Capability Maturity Evaluation Model

Country defense system engineering is an important part of the country defense, the management of country defense system engineering is still laggard. That is very important to assuring the success of country defense R&D in current dangerous and changeful circumstances. This paper tries to combine the theory of project management maturity model with system engineering execution capability of organizations included in a country defense programme, and explores a mechanism to upgrade the level of project management in country defense R&D of our country.Firstly, this paper expounds the late research about project management maturity, and introduces the conception of project management maturity from the conception of project; then emphatically analyzes the character of country defense system engineering of organizations included from the character of country defense system engineering; then basing the frontal analysis, I compare several familiar project management maturity models, and find a appropriate model base to upgrade system engineering execution capability in a country defense programme of our country, and bring up the conception of system engineering execution capability of organizations included in a country defense programme and it's rudiment, it includes two parts that are Index System and Key Process Area of system engineering execution capability of organizations included in a country defense programme, and using the date collecting from enterprises to demonstrate and optimize the model, and obtain the final Index System and Key Process Area of system engineering execution capability of organizations included in a country defense programme, and form the maturity model of execution capability having character of country defense programme.
