External Evaluation Of The Local Government Performance System

Since the 20th century 70's, for adapting with the challenge of globalization and the international environment huge change, the Western various countries have started the new public management movement tide, the achievements appraisal obtained the enormous values and the promotions and in China with the government apparatus reform being more and more deep , the government achievements appraisal has become concerns of all levels of governments. However, according to the traditional achievements appraisal pattern that, mainly is the top-down appraisal, unidirected and the unbalanced. This paper mainly does the research from exterior appraisal main body angle ,selecting society public for main analysis unit. According to the case of Nanjing ten thousands people's appraisal ,from three aspects the appraisal main body the appraisal target and the appraisal result the paper explore the construction of local government achievements exterior appraisal system.The paper consists of five parts.The First: the meaning and characters of local government achievements exterior appraisal.The Second: introduce the theories related with local government achievements exterior appraisal including the theory of Public Production Theory,Balanced Score Card Theory ,Behalf Related Theory and Governing Theory.The third: introduce the practice of local government achievements exterior appraisal in Japan and the city of Sunnyvale in USA.The fourth: mainly do research about Nanjing ten thousands people's appraisal and give some constructive suggestions.The fifth: do some research about the construction of local government achievements exterior appraisal system from three aspects.
