On The Construction Of Democratic Politics In China From The Perspective Of Harmonious Society

Form the perspective of Marxism, democracy means people should be hosts of one country. It is a country's system and a mode and principle of organizing and managing a country. It is actually political governace of the class that has the economic ruling power. Democracy also means formally admit everyone is equal and everyone has equal rights to decide country system and manage the country. Socialist democrac is the unite of content and form and essential and procedure democracy.In the condition of democratice politics, individual rights is fully ensured. All citizens get opportunities to participate political decision-making and supervision on government power and process of decision making. Democratice politics means"public opinion"politics where people sovereignty is practised. Democratice politics is also nomocracy politics and constitutional politics but not ruled by God and some one. Democratic politics is open and procedure politics which acquires the openness of political decision-making and executive process and all political problems in society should be solved by strict procedures.Democratic politics is the very important content and guarantee in the"hormonious society". Hormonious society is the goal of construction of Democratic politics. Developing democratic politics is the necessary demand for melting social conflit, keep country's political stablity and adapting for globolization. Democratic politics is also one of grand historical missions of constrution of socialism with Chinese characteristics. Aboundent democratic political experience after the found of new China and new democratic political practice after opening-up policy have established the firm base for Democratic political development for the New Era. The establishment of citizens'political position, the perfect of law construction, the force of market economy and the construction of"hormonious society"have accelarate citizens'participation in political activities.After the found of new China, we have achieved a lot in the Democratic political construction and realised"people is the host of our country"and established fundemantal political institution---- National People's Congress (NPC) system, basic political system------- The CPC-led multi-party cooperation and political consultation system, autonomy in the minority automomous region,expansion of grass root democracy of villager self-management,citizen coucils and workers representitives. Democracy in Party, governmental democracy and judicial democracy have been greatly improved. To sum it up, democracy in our country is people's democracy which is guided by Communist Party, decided by massive people and ruled by Democratic centralism. But in our political system , bureaucracy, excessive concentration of power, the feudal patriarchal system, Cadres lifetime and privileges of all descriptions, seriously damaged the normal democratic life of the Party and country, suppress the enthusiasm of all sectors, including democratic centralism and other original effective specific system, hindered the development of social productive forces and the socialist market economy and undermine the social harmony.Thus, according to China's relatively backward economic and cultural, poor civil and political quality. Civil and political concepts, political knowledge,participating technical need long-term fostering and actual conditions also needs improving.China's democracy, under the leadership of the Party should uphold the principle of"people host the country, absorbing and development"and continue to develop : One is the need to further improve the people's congress system. First, the composition and proportion of deputies should be reasonable, reduce part-time deputies and improve deputies legal knowledge. Second, to further regulate the electoral system, introduce competition mechanism in the election, expande the scope of direct election, strengthen the supervisory role of citizens in the electoral process and realise the gradual elimination of the right to inequities. Second, the work of the CPPCC is eager to realise legal and institutionalized. The status and role of the CPPCC should be legal. the relations between leading democratic parties and the ruling party should be correctly handled and intensify supervision of the democratic parties of power. Third, we should further develop democracy at the grass-roots level, promote social autonomy, especially the Party and government should encourage and guide the villagers autonomy in the realization of democratic election, democratic policy-making, democratic management and democratic supervision to realise village affairs, political affairs and finance known by the public to build a harmonious countryside. Four, people's way of influencing politics and participation in the political system and the level should be increased. Fifth, guarantee democracy, we should give full authority granted to citizens under the Constitution and laws, to make democracy and the legal system and the Party's policy-making should be democratized and legalized.
