With the developing of the internet and information technology expanding rapidly and deeply around the world, more and more attention has been paid to e-government. Improving the work efficiency inside government and providing more and more electronic service with high quality already become main aims of e-government. Electronic public service can promote the reform of administration system in our country, enhance the government public service ability, and improve government credit standing and image. But, now, in our country, some of the government websites only play a role called"display window", not formed interaction development mechanism between the government and public. The public can't feel the superiority of electronic public service, so e-government service performance evaluation is necessary.Now, many scholars and academes have studied the performance of the E-government. The evaluation of electronic public service is the core of the evaluation of e-government, but the study is not enough.In this paper, we present situation and analysis of e-government performance evaluation in the world and we scanned the e-government performance measurement mode abroad. At last, analyzes the inadequacy and weakness in e-public service performance evaluation in China in relation with the present situation of e-government performance evaluation. Based on the existing theories"customer value", the paper comes up with a new public value definition, which bases on the balanced between the supply of product value and the demand of public value, and a feasible practical public value appraisal process. Moreover, with analysis among the demand of public value, the Public value cost, and the supply of product value, we put forward a kind of evaluation mode of public electronic service.
