Construction Of Social Equity Security System

The realization and maintenance of social justice, which concern the primary interests of the major population, are the essential requirements for CCP in serving the public and governing for the people, and also the basic demands by socialistic system. Only if the social justice is actually realized and well maintained can different social relationships be harmonized and can people's enthusiasm and activeness be fully inspired. It can be said that the establishment of social justice and security system is an universal aim for all countries in the world, an earnest demand by our harmonious socialistic society, and a necessary condition for the improvement of Chinese socialistic market-economy.It is inequality rather than scarcity that really matters. This principle was put forward by our forefathers in a condition of extreme poverty and it has proved to be a golden rule when applied to govern the state and deal with different social relationships. Now it is a very crucial period for the reform of economic regime and the adjustment of economic structure. As China's economy is developing dramatically and GDP per capita keeps growing, there also arise such problems as the aging population, the low employment rate, the high unemployment rate, and the deficiencies in medic care system. People are quite helpless when they come across with theses problems, so there appear the phenomena of disharmony and inequality. Therefore, how to solve the problems with pension system, employment and medic care has become a very important issue for the economists in China.This paper makes analyses and comparison of the fundamentals for establishment of social justice and security system, the characteristics of this establishing process and the principal models in other countries. In this paper, the absence of equality in our social security system is pointed out, and the social security system in China is investigated from two aspects-the urban situation and the rural situation. The first part focuses on the urban security system of medic care, housing and re-employment. The second part chiefly analyzes the medic care system and the endowment insurance. As to these two sorts of situation cencerned in this paper, the general problems, causes and possible solutions are discussed in details.
