| This paper focuses on the inter-regional cooperation between the executive authorities, including two types, one is the cooperation between the government at the same level between different administrative divisions and the other is the cooperation between the same system of the executive authorities between different administrative divisions. Basing on the three typic and completive cooperations between the executive of Pan-Pearl River Delta, Pan Yangtze River Delta and Bohai Rim region, this paper analyses the the status quo of the Matter, format, mechanism of inter-regional cooperation between the executive authorities at this stage in China. Basing on the status quo, further from the legal perspective, this paper analyses the legal nature of China's inter-regional cooperation between the executive authorities, which including the discussion of the legal nature of the basic documents of the cooperations, the analysis of the legal nature of the organization forms of the cooperations and the analysis of the activities of the cooperations. Basing on the legal analysis, this paper points out series legal problems in China's inter-regional cooperation between the executive. For example, without unified planning in cooperations, not actual performming the cooperation, the impact of protectionism in cooperations, low level of cooperation, unestablished effective coordination mechanism of the cooperations and so on. To these problems, this paper draws on the abroad experience in the organization forms of the cooperations and in the legal system of the cooperations. Then this paper proposals three advices. The first one is to establish the system of management bodies about the regional cooperation between the executive from the central to local. The second one is to make relevant laws and regulations on the regional cooperation between the executive. The third one is to put on the supporting reforms to the regional cooperation between the executive. |
