User Perspective The Effectiveness Of The Portal Of The Government And Influencing Factors

As a service terminal of E-government, the government portal website (GPW) is an important window to provide public services for the society, and also an important platform to facilitate the communications between the government and the public. Thus, the core of e-government establishment is the establishment of government portal website. But our government portal website has still positioned itself with a fuzzy, poor-services and low-utilization image. Moreover, researches related to the evaluation of the effectiveness of government portal website mainly focus on the GPW construction performance and GPW functional performance, which to some extent lack the evaluation of the GPW impact levels.Thus, based on the conclusion of the new public management theories,the information technology acceptence theories and the information system effectiveness theories, this study evaluates the effectiveness of the government portal website from the users' perspective by combining the latest researches on the GPW. On the basis of the research mentioned above, it also constructs a relevant model and discusses the relationships among the variables which play an role in the government portal website.This research takes the Zhejiang government portal as the object to verify the hypothesis. With the help of information center of the general office of Zhejiang province, this study gives a public questionnaire survey, collecting data by the opinion poll on the homepage of the Zhejiang government portal. Finally this study analyzes the collected sample data with the help of SPSS13.0, drawing the main conclusions as follows:First of all, from the perspective of users the effectiveness of government portal website falls into two dimensions: effectiveness of performance improvement and effectiveness of trust improvement. The statistics verifies that users' behavior and the task technology fit directly affect the effectiveness of government portal website, among which the users' behavior has a partial mediation effect on the relationship between the task technology fit and the effectiveness of performance improvement, but has a complete mediation effect on the relationship between the task technology fit and the effectiveness of trust improvement.Secondly, users' intention and task technology fit have obvious positive impacts on users' behavior, and the former exerts greater influence in comparison with the latter. Thirdly, subjective norm,perceived risk,perceived usefulness and perceived ease of use have obvious positive effects on the users' behavior, among which the perceived risk has the biggest impact on the intention, and then the perceived usefulness and perceived ease of use. The subjective norm shows the least influence.Fourthly, the features of the government portal website contain three dimensions: information quality, website interactivity and service availability. Moreover, all these features obviously have positive connections with perceived usefulness, perceived ease of use and task technology fit.At last, based on the research above, the paper puts forward several proposals on how to improve the public services of government portal website and how to enhance the users' intentions, so that the individual effectiveness can be improved and the citizen trust can be strengthened through government portal website.
