The Communist Party Of China In The New Period To Reduce The Governing Cost Issues

To research the ruling cost of Communist Party of China is important to research the ruling ability of Communist Party of China, so this research has some significance. The concept of ruling cost formed by introducing the concept of cost that is belonged to the economics to the political science. Ruling cost is the ruling resource consumed by the ruling party purposefully in the ruling activities. The ruling cost can reflect the ruling party's performance and the ruling ability, and decisions must be made based on it.In new era, for Communist Party of China to reduce the ruling cost is the objective requirement by the adaptation to the new international environment and domestic environment, and is the inevitable conclusion from summing up the lessons of the Communist Party of Soviet and some countries in Eastern Europe, and parts of the bourgeois parties who have lost their ruling power, and is the internal need for consolidating the Communist Party of China's ruling status.In new era, to reduce the ruling cost needs to improve the quality of the leaders. They should have correct idea and low-cost awareness and ability of scientifically ruling. To reduce the ruling cost needs a low-cost government. It needs to transfer the government's functions and construct government who always serve the people. It needs to reduce sectors and the staff, and construct a government that spends less. It needs to comply with the law, and construct a government running with the law. To reduce the ruling cost needs the establishment and improvement of operation system and oversight system. To reduce the ruling cost needs to draw on the experience of foreign political parties.This thesis was finished drawing on the achievement of scholars, and composed by my learning experience and superficial views, hoping that some innovations can be made in the systematic study on ruling cost.
