Site Evaluation Of E-government Services To Support Research

The relation between website and e-government services is same as the relation between teachnology system and electronic government affaires in essence. Website is technological base and information desk in on-line government's e-government services. Website provides two views about support to e-government services, one is system support on macroscopic view, and other is information support and function support on microscopic view. It's useful to measure efficiency about the process of e-government services, to improve website's information architecture and function design, to progress consistency about government website and e-government service. It's beneficial for reality to increase performance of on-line serive of the whole website.There are three leves in e-government authority evaluate both here and abroad, country, central government and local government. The authority evaluate have brought e-government's growing, performance and degree of satisfaction into focus. The evaluate of e-government services in most of the authority evaluate, which has focused on characteristic of the service content, such as enrich and personalize by observation entire e-govemament service. But effective evaluate method oriented proess of the individual e-government service is few.In order to measure support levels on e-government service from website. This thesis has built the evaluate indicator system base on dividing e-government service process with the theory of Information Lifecycle, and selecting key element of information service from service web page on government website. The consistency about government website and e-government service has used to measure support levels. This thesis has regarded e-government service as a determinacy-nondeterminacy system base on the theory of Set Pair Anlysis (SPA), to analyze service process and service content which be in nondeterminacy status, to evaluate support levels on e-government service from website which be in determinacy status.This thesis has sampled 15 vice-province city government's websites as entire observation specimen. The analysis results has evidenced, the method of observe and measure support levels on e-government service from website can be used follw: to make known difference level and reason about the support, to analyze the superiority of the support levels on e-government service from website, to appraise the unwanted information capability on government website.
