On the groundwork of casting back the"engagement"strategy towards DPRK during the Clinton Administration, the article describes the policy transformation from active engagement to hawk engagement and the trend of the US-North Korea relationship. The writer analyses the reasons which generated hawk engagement strategy, the philosophy behind the strategy and the implementation of the strategy. The article argues that the neo-conservatives in the cabinet and 911 promoted the come out of the hawk engagement. The core of hawk engagement policy is the belief that Kim Jong-Il regime is evil. The hawk engagement emphasizes"CVID"approach and"punitive"engagement. In negotiation, the United States relies on triple-lateral alliance with Japan and North Korea, hoping multilateralism will push North Korea to abandon nuclear weapons. After the nuclear test of North Korea in 2006, Bush Administration adjusted its Korean policy tactically. The US held bilateral talks with North Korea and made concessions in negotiation. According to the result of the strategy, instead of accelerating the non-nuclear process in Korean Peninsula, the North Korea had a big step in developing nuclear weapons. The adjustment of Bush's policy is helpful to realize the non-nuclear Korea Peninsula. But till now, the prospect of the North Korea issue still remains mysterious and vague.
