Since 1980s, China has entered a most comprehensive and profound society-transforming period, when people's ideas and behaviors have taken great changes. Under the negative impact of market economy, people generally have an attitude combining political apathy with utilitarianism. People cast his political enthusiasm into economic field and pay less attention to political affairs, especially Chinese young people more express indifferent attitudes into politics. Apart form that, Chinese people have long been influenced by traditional political mentality; people have no strong sense of political participation and lack knowledge and expertise of political participation; political participation system has several problems in detailed institutions and in practices. All of these factors result in more and more serious political apathy in China.If there is a majority of people who don't care political affairs in the society, group interests will not be coordinated and satisfied, and the reform will lose civil impetus. If that happens, development will stop and China will get into social instability. Therefore, this dissertation takes political apathy phenomenon in modern China and the U.S.A as examples and comparatively analyzes its causes from the aspects of main bodies and institutions of political apathy in order to conclude relevant lessons and revelations. It will help us deeply understand political apathy in China and take corresponding measures to ease and reduce political apathy in China, laying a solid foundation for democratic construction in China.
