E-government is the principal part of the Government Information Construction, and also is an important component of the information society. Consequently, it is an urgent problem which should be solved by every country to promote public service standards of E-government construction. At present, our country has make great progress in E-government, but still a lot of problems exist in the public service system of E-government, such as lack of public services coverage of the target groups, the way for publics to fetch information, and so on.. These problems lead to the public can't feel the superiority of electronic services and which will seriously affected implementation of E-government public services in China. Therefore, from an overall point of view, researched on the architecture of E-government public service with the aim to speed up the E-government public service system in China by providing guidance.The content researched in this article concludes: at first, definitions, categories and development phrases of e-government and electronic public services were clearly defined, at the same time, current states and development tends of E-government in China was summarized; then clarified relative management and technical theories about E-government public services; in this basis, constructed a "user-centric" E-government public services architecture. Moreover, a brief analysis was given for each part respectively. The thesis elaborated the architecture and each components of personalized information services system, proposed the application of a distrubuted call center by using VoiceXML technical in detail, and thoroughly analyzed the structure and composition of call center. At the end of this article, based on the concept of "user-centric", put forward a city government call center platform through a design examples.This thesis was researching on the basis of the current states and development tends of domestic and foreign E-govemment public service, which has important theoretical significance and wide application foreground. It also will enhance the quality of the E-government public service.
