In this paper, it is focused on the development and evolution of relations between Russia and the United States in Putin era. The deep reasons for this change are discussed in detail. Based on the background, prospect of the bilateral relationship is further looked forward. At the same time, effects of the adjustment for Russian-US relations on China lying in the triangular relations have also been analyzed.During the eight years in power, Putin had been always placing the national interest above anything else to practice the pragmatic foreign policy. Creation of a good international and surrounding environment for the domestic social and economic development was established as the primary task of diplomacy. Mutual cooperation of Russia and the United States was thought to be the necessary condition to improve the international situation and safeguard the global strategic stability. Therefore, Russia had made concessions to the United States and the West for many important issues. Putin even looked forward to the deepening of relations between Russia and the United States by the pro-US policies after the"9?11"incident. However, it did not become a reality eventually. Afterwards, although Russia was frequently backlogged by US strategic policy, Russia still presented a gesture of diplomatic concession in order to maintain the cooperation situation with the United States. Until early 2007, Russia started to change its attitude to the United States because USA planed to deploy missile defense system in Poland and the Czech Republic. Russia believed that missile defense system deployed in Poland and the Czech Republic was constructed on the concept of the Cold War mentality and was another important step for the United States to contain Russia's influence in these regions. Russia thereby began to take on a series of measures in both words and actions. From that time, the confrontational relationship between Russia and the United States intensified.Russian-US relations do not run smoothly in the past, which just lies in a series of factors interacting with each other to promote the evolution. Through comprehensive analysis, it can be summarized to the following five reasons: 1. Russia is unsatisfied with the strategic pressure from America; 2. Russia with rising comprehensive strength desires to haggle with America throughout the world; 3. Great-power mentality possessed inherently by Russians; 4. Cultural discrepancy and political barrier between these two countries; 5. Divergence on conception of stratagem structure. The existence of these factors determines that development of Russian-US relations will not have a smooth way.Whether the United States hopes Russia "weak and not confusing", or Russia hopes to"contest and not fight"with the United States, bilateral relations will not break down completely due to the mutual requirements at the present time. It is also impossible to form all-round confrontation like the Cold War. For China, although the variation of Russian-US relations is favorable for the improvement of Sino-US and Sino-Russian relations, the arms race provoked by Russia and the United States might pose adverse effects for the security of China. Hence there are both advantages and disadvantages. For benefits but avoiding risks is only the correct countermeasure.
