According to the Chinese constitution and Law of the People's Republic of China on Regional National Autonomy, regional national autonomy means that the minority nationalities, under unified state leadership, practice regional autonomy in areas where they live in concentrated communities and set up organs of self-government for the exercise of the power of autonomy. Regional national autonomy embodies the State's full respect for and guarantee of the right of the minority nationalities to administer their internal affairs, and reveals its adherence to the principle of equality, unity and common prosperity for all the nationalities and the great advantages of our socialistic system. Regional national autonomy is the core in the implementation of Law of the People's Republic of China on Regional National Autonomy and the symbol of the equality of all the nationalities.The organs of self-government of national autonomous areas are the people's congresses and people's governments of autonomous regions, autonomous prefectures and autonomous counties. The people's congresses are organs of state power and the people's governments are organs of administration and the executive bodies, which play vital roles in practicing regional autonomy. According to laws, the people's governments shall, in the light of local characteristics and needs, work out the guidelines, policies and plans, arrange for and administer local development independently under the guidance of State plans, i.e. practicing administrative autonomy. National autonomous areas will face great challenges as well as some problems in administrative management with deepening implementation of the policy of regional national autonomy and the social and economic development.It's an urgent issue that how to ensure the autonomy has been implemented when practicing administrative autonomy, thus they are of great importance to well define the scope of administrative autonomy, handle the relationship between the state administrative organs and governments in national autonomous areas appropriately, allocate scientifically the local governments' administrative functions and establish a fine administrative operation mechanism because they are vital political issues related with the national security and prosperity as well as the realization of well-off society in full-scale.In order to solve the problems, the thesis holds the view that it is necessary to do research on people's governments of autonomous areas including autonomous regions, autonomous prefectures and autonomous counties besides the current academic researches on autonomous governmental functions. This thesis will choose the administrative processes and operation mechanism in autonomous regions as the main research objects. Under the guidance of historical materialism, this thesis from ethnology, political science, philosophy and other perspectives, uses the methods of literature analysis, historical analysis, case studies and comparative analysis. It introduces the basic theory on administrative autonomy, analyses the actuality of implementing administrative autonomy, points out the key problems and finally concludes some advice including strengthening and improving the legal system of national autonomous areas, reasonable arranging for the internal set of national autonomous governments, coordinating the relationship between the central government and local governments and etc. in order to deepen the reform of administrative system and processes, improve the administrative efficiency and effectuation, promote the political, economic and cultural development of the national autonomous areas, and strive for the common prosperity of all the nationalities.
