The thesis focuses on the US Department of State, its history, structure, functions, and its significance in the making of the country's foreign policy. Building upon the above static analysis, the thesis will then put the Department in the context of Bush administration's policy towards China, and research into the dynamic role of the State Department in the policy making process.The thesis cites three typical cases of the China-US relations during the Bush administration, i.e. the proposal of "responsible stakeholder" by Deputy Secretary of State Robert Zoellick, Strategic Dialogue between the two countries, and Taiwan Question, as a key part of the analysis. A comparison will be drawn with the Department and other executive bodies, in order to prove that the power of foreign policy has begun to transfer to the White House and others, resulting in a relative decline of the Foggy Bottom's clout in the arena. However it will continue to be the lead player and the President's foreign policy will still be cast with the influence of its people.In the end, the thesis reaches a number of conclusions and some ideas for fostering a healthy and stable bilateral relation.
