China Government-led Decision-making Mistakes In The Issue Of Accountability Study

Decision-making is the core and key link of leadership activities. Scientific and correct decision-making is the important prerequisite for leaders to complete their activities successfully. The Chinese Communist Party 16th Conference Report and the government report to the National People's Congress both emphasized to reform and perfect the decision-making mechanism. But reforming and improving decision-making mechanism, the most important way is to establish the accountability mechanism for government leadership decision-making error. According to the principle "who makes the decisions, who is responsible for them", establish and perfect the leadership decision-making error accountability mechanism for Chinese government departments thereby unify the decision-making power and responsibility. Since 2003 "SARS" events in China the modem administrative accountability formally initiated, central and local governments attach great importance to the construction of this system. Meanwhile, the theory about this system also conducted extensively research. At present, the researches about the administrative accountability system mainly focus on its concept and improvement, but rarely focus on system operation. This article is mainly from this angle to research and take the government department leadership decision-making error accountability as the breakthrough point in order to design an effective set of mechanism for government leadership decision-making error.This article contains five parts. The first part is the introduction. Mainly introduces the research situation, the study purpose and meaning, etc. The second part is related theories. Mainly elaborates the concepts of leadership decision-making error and government leadership decision-making error accountability. The third part elaborates the present problems of Chinese government leadership decision-making error accountability and analyses the reasons. This part first analyzes the present government leadership decision-making errors on account of existing problems, and then analyzes the causes of these problems. The fourth part is the path selection for perfecting our country government leadership decision-making error accountability. This part is to design effective ways for effectively operating the leadership decision-making error accountability according to the above problems.
