As public product and service providers, the direct knowledge and ability levels of Civil servants play a decisive role in the administrative efficiency of administrative organs and influence the quality of public product and service. Training is the main means of enhancing the knowledge and skills, not only in relation to the development of government departments, but also connects with the servants of vocational development. The traditional training mode treat the civil servants as passive recipients in training, implementation of the training is mainly based on the organization's demands,organization of job performance needs, and ignored the demand for the training recipients. The neglect of the personalized needs for participants in the training have became the bottlenecks for the training. Career oriented training mode need to be established in order to improve the training effect.Career oriented training mode will content career management into the civil service training process. It can reflect the needs of the civil servant in the training. Through which, it can excite the initiation and enthusiasm of the trainer and also can make the effect of the training maximal so as to satisfy the constantly changing of the environment.The main part of the paper is to establish a "double-winner" training system. In order to verify the feasibility and necessity of this mode,the paper firstly analyze the relationship between the career management and the public servants training, and further analyze the feasibility and necessity of the career oriented civil service training mode from the theory and the practice. On the base of the analysis, the paper divides the career guidance public servants training mode into three modules philosophy system, operating system and sustaining system, and analyze the three parts from different angles, As a result to establish a training system which can fully excite the enthusiasm of the civil servant.
