Hu Jintao has pointed out emphatically in the 17th National People's Congress of the Communist Party of China that we should insist on a correct guidance of choose a person, and select and assign cadre according to three principles including of both ability and integrity, actual accomplishments and populace recognition, so that to improve public trust, which is request of the Central Party Committee on selecting and assigning cadre according to Present situation and public hope.The public trust of selecting and assigning cadre means the degree of people's trusting on selecting and assigning cadre, including two aspect, one is the trust to selecting and assigning work, anther is the approval to cadre selected. Improving public trust will be in favor of acquiring approval of people. Since reform and open policy, many cadres who have both ability and integrity have been choosed while Cadre personnel system has been reformed. However, the degree of public trust of selecting and assigning cadre is still not high enough. Thus how to improve the degree of public trust of selecting and assigning cadre is becoming increasingly important for Party committee Organization department.According three years of studying theory, collection of statistical data about selecting and assigning cadres in party and government, and reference some literature, I has tried to find solution of improving public trust of selecting and assigning cadres in party and government using research technique of Comparing and knowledge of Politics, Economic, Management science and Psychology. This paper has three innovations: First, when finding the solution of improving the system of selecting and assigning cadres in party and government, I use public trust as criteria. Besides, I definite the public trust using comparing and try to state measurables of public trust. Second, with system theory, I analysize influencing factor of public trust, and indicates the direction of improving public trust of selecting and assigning cadres of party and government. Third, in trying to find solutions, I firstly classificate method of selecting and assigning cadres and then consummate every link.This paper divides into introduction and main text. The main text divides into three parts:The first part mainly elaborates significance of paper and builds the basic theoretical concept. Besides, it analysizes influencing factor of public trust. I have tried to definite the public trust. And then systematically analysize influencing factor of public trust from internal and outside aspect,.The second part especially analysizes present situation of public trust ,problems and reasons. This paper emphatically elaborates the problem of public trust according three links of selecting, inspection and surveillance, and analysizes reasons of low degree of public trust from organization department, public, and communication between them.The third part mainly search for effective ways to improve public trust of selecting and assigning cadres in party and government in view of system. In this part, I elaborate and search for countermeasures to improve public trust of selecting and assigning cadres in party and government regarding four aspects including choosing methods of selection and assignment , improving methods of selection, improvement of system of inspection and surveillance.
