The Chinese ÊйÜÏØÌåÖÆ Reform

In China, the development of the regionalism of city governs county had experienced three stages from 1920s to 1980s.In 1980s, in order to stimulate the developing of economy, it is the inevitable choice that scheme of regional resources is operated by government through building the system of city governs county. Under the system of planned economy, the administrative area and the economic area had no difference. At that time, the system of city governs country had played an active role. However, the developing of market economy leads to the disappearance of system environment where natural prosperity between cities and countries could be achieved through administrative means.And then, the academia began to doubt its rationality and proposed the system of province governs county in order to suit for the development of local economic unification. According to me, the key to solve the conflict between the administrative system and local economic unification is to change the function of government but how to divide the administrative area. An effective measure is compound administration. It might solve the conflict between regionalism and the unification of local economy. Based on the superiority of arranging recourse, the compound administration could fit the demand of local economic unification and change the government function.In order to solve the problem of city governs county, we should reform not only the dividing of administrative area, but also the function of government. This paper proposes the measure of self-government base on the thoughts of province governs county and compound administration.
