Current Status And Problems Of China's Administrative Costs

The level of administrative cost is a very important indicator to reflect the Government's administrative efficiency. Control administrative cost and improve administrative efficiency is a global issue, it is also a problem our government has to face and solve. In the new situation of the development of the social, economic, political and culture, it will be helpful to improve the relevant theories and practice, enhance the public trust in government, arrive at the target of "small government" and "cheap-based government" and build the economical society by doing the research of the administrative cost.On the base of the recent administrative theor ies and methods, using the public finance and economics theory, combined with China's actual situation, author attempts to analyze the content of administrative cost by both from the administrative and economic point of view. I also use the quantitative analysis and empirical research with absolute and relative indicators to reveal the real situation of Chinese administrative cost, such as:The proportion of administrative cost account for administrative expenses and GDP, the structure of administrative costs, the per capita administrative costs, the economic benefits of administrative costs and so on.In the paper, I analyzed the differences of administrative cost between the eastern and western regions in Ch ina f i rstly. Depend on it, I analyzed the reason of the high cost in China. By drawing on the successful experience of other countries,I try to find the way of controlling and lowering the administration cost.The logic of this paper is:to determine the scope of the study, then analyzed the recent situation, and then find the reasons. Finally, try to solve the problems. The specific arrangement are as follows:ChapterⅠ:The introduction of the topics detailed the background and meaning of this article, it also introduces the field of domestic and international theories and researches, and this part identified ideas and research framework for this follow-up research as a foundation of preparation.ChapterⅡ:On the basis of existing research results, respectively, from both the executive and the cost of the administrative costs of the more in-depth analysis, combined with our current statistical standards, this part explain the concept of representation and classification of administrative costs and put forward administrative costs evaluation indicators and reference standards.Chapter III:By using the absolute and relative indicators, this part analyzed historical spending in China and the differences of administrative costs between the eastern and western regions in China firstly.Chapter IV:Based on the objective, scientific analysis of the administrative costs of the status quo, I made a in-depth exploration of administrative costs of growth.Chapter V:In reference theories and practical success at home and abroad, considered the actual situation in our country's administrative costs and reasons of the problem, I attempt to find a way of reducing our administrative costs.
