| With the human capital theory rising, higher education in the world has gradually turned into mass education from elite education. Study in college is no longer the privilege of the people in upper class, and more and more people with lower and middle income have gotten access to a broader space for development through achieving the higher education. It is the structural change in the educated groups, which hasten the establishment of higher education funding system in each country from all over the world. And the student loan program as an aiding way plays an important role in the whole higher education funding system with the significance to ensure higher education fair and to assist the student with economic difficulties to smoothly complete the higher education.The United States of America was one of the countries who early attempt to implement the student loan program, and it was the first to carry out the Program with low interest rates under the national supervision. With the continuously development and reforms during half a century, the United States of America has built up a better student loan funding system which is an important part in completing the whole federal higher education funding system. In our country, the higher education funding program has not been carried out for a long time. Though the popular acceptance has got in society and some achievements have been made with the improving in acting the loan policies, and a lot of students with family economic difficulties have smoothly complete the higher education, there are still a lot of issues on which we should pay more attention and do more researches in practice. With introducing and analyzing the policy development of the student loan program and steps during the operation between the United States of America and China, the insufficiencies in the national student loan program in our country is going to be revealed, and the improving measures is also going to be found with analyzing the problems and causes. |
