The consistency research between the physical examination and test specification is an important issue. This paper studies the consistency between the physical examination paper (compulsory subject) of academic level in Jiangsu province in 2013 and 2014 and the test description of academic level in Jiangsu province formulated according to the curriculum standard. In order to quantitatively calculate the consistency index, it refers to the two-dimensional framework classified and revised by Bloom’s Taxonomy of Educational Objectives, uses a common framework to mark test specifications and test, and calculate the consistency index using Porter consistency function. Then it sets proportionality coefficient according to the different cognitive requirements corresponding to the content theme and gets its weight combining with the number of teaching hours on the teaching reference, the result shows that the test and test specification is nearly consistent in statistical sense in 2013, but in 2014 they do not reveal a high level of consistency. Degree of consistency between test and test specification will have an important impact on the classroom teaching of physics, which will promote the teaching to be carried out with a focus on the exam.
