The trend of internationalization of education has become the new "smokeless industry". Students studying abroad become an important resource for students in the world market competition for talent. China to expand the scale of foreign students, foreign students marked the quantity and quality of human resources is undergoing profound changes. Foreign students university human resource development is a part of human resource management, human resource development for foreign students to study the issue, to improve the quality of international education in Chinese universities, enhance international competitiveness, while promoting the cultivation of high-quality international talent, promote student comprehensive development and achieve common development of people and school.Based on the research literature, analysis of national statistical data base to Qingdao University International Students and management interviews and questionnaires for the survey, found that foreign students on the size and quality of human resources, there is a scale to be expanded, study low-level, professional partial text of light management, Employment Situation of brain drain, the corresponding part of the Human Resources Development International Students existence on an increasingly prominent problem.
