A Study On The Shortcomings Of Public Welfare And The Improvement Of Public Stadiums In Shanghai

Public sports facilities are part of the public sports and cultural facilities, which are built with the government investment or the social funding. The main function of the public sports facilities is to provide venues for mass sports activities, competition events, athletes training and the people’s fitness and exercises. They are the foundational material conditions of pushing forward the further development of China’s sports course.Currently, the public interests of the public sports facilities have not been attached that much importance. There are obstacles in their public interests maintenance. Such as the conflict between profitability and public interests, simple function, single operation format and low utility, etc. The basic purpose of public sports facilities of serving for the public interests have not been fulfilled ideally. Thus the maintenance for the public interests of the public sports facilities is to be attended urgently.The ultimate purpose of public sports facilities business management and operation is to maximize the services for the public, satisfying the people’s increasing sports requests. The public interest is the basic attribute of public sports facilities. To maintain the public interests for the public sports facilities, we should strengthen the government’s management on sports facilities, give full consideration to the integration of sports facilities construction and the city master planning, perfect the relevant rules and regulations and set up an evaluation system, increase the facility utility, encourage facility management with sport-oriented, adjust a favorable tax system, create the facility branding with major sports events, and explore the intangible property marketing of the sports facilities. The maintenance for the public interests of the public sports facilities will benefit to the further development of Nationwide Fitness Program, to the improvement of China’s elite sports and sports industry, and to the building of a harmonious socialist society.This dissertation adopts methods of Case study, literature research methodology and experience summarization. By studying the method and experiences to achieve public welfare of the public sports facilities in America, with Shanghai Xianxia Tennis Center as a special case, this dissertation tries to analyze the reasons for public welfare loss on the public sports facilities, describe the expressions of public welfare loss on the public sports facilities in Shanghai. Then, suggestions on how to compensate the public welfare for the public sports facilities have been made.
