Along with our country elementary school language new curriculum reform further thorough, the primary school language teaching based on the theory of cognitive psychology research has important theoretical and practical significance.From cognitive psychology, this paper aims to the cognitive development theory and meta-cognitive theory angle of view, in-depth empirical research on foreign language teaching in primary schools. From the perspective of cognitive development theory to interpret the primary school language teaching and research of cognitive psychology basis; reveal the pupils cognitive development characteristics and meta-cognitive development characteristics and relations of foreign language teaching. Through the experiment, reveals the cognitive psychological mechanism of primary school students learning a foreign language and construct the meta-cognitive theory angle of view of the elementary school language teaching strategies and teaching mode; construction process of foreign language teaching in primary schools of meta-cognitive monitoring and strategy. This study for the primary school to raise a fresh perspective, research on foreign language teaching to provide empirical evidence for China’s primary school language teaching reform, to promote the improvement of elementary school students foreign language ability.
