With the development of society, more and more parents realize the importance of early childhood care and development, but the reality is that there are still a series of parenting issues, such as the deviation of upbringing concept, the lacking of parenting skills and so on. Community is an important system for 0-3 years old early childhood care and development. At present, the scientific community-based family child care guidance and counseling system has carried out various forms of services, including parent-child activities, parent Salon and expert lectures. All of these services are mainly to meet the increasingly diverse needs of the family community. However, there are still some families could not effectively make use of these community public services to improve their parenting skills and quality. This study aims to explore the new form of parenting guide- home visiting, which could provide practical solution and support for home instructor, meet the needs of parent education and promote the healthy development of infants and young children.The first research is from the self-made parent questionnaire of “Research about the needs of the community 0-3 year-old infant”. This research is based on the survey of 144 parents, among whom 20 families are selected as parent-child interaction observing object. The study found that most 0-3 year-old infant-child families have demand for upbringing of infants and young children. Although some problems exist in parent-child interaction, most parents are willing to accept home visiting, especially mothers are much more willing to accept the home visiting than fathers.The second research is on the basis of the first one. It interviews 10 early childhood teachers and two heads in early childhood care and development agency. Through learning of their expectations for home visiting, this research established a manual called “Instruction manual for community 0-3 year old infant-child home instructor”. After the completion of this manual, a returning visit to the person in charge of early childhood teachers and two heads is made to collect their suggestions for further modifying the contents of this manual. The results found that the early childhood teachers have basically the same expectations with parents in home visiting; early childhood teachers think “Instruction manual for community 0-3 year old infant-child home instructor” could support home instructor’s work.At last, this paper integrated the findings of these two researches and made summarizations and discussions basing on theory, family needs and "full two children" policy.
