For many years of the restriction of mechanism and management system, our colleges and universities in china, on the one hand, face up to the protuberant problems in teaching outlay and resources shortage; on the other hand, to some extent of resources unused and wasted. It is financial shortage and inefficient utility of the colleges and universities' resources that highly impact the development of our higher education. Therefore, in order to carry on the stratagem of education and further universities' learning, it is profound considering that how to better and efficiently use and allocate these resources in order to improve the utility rate.It is said in the paper, to improve the utility of universities' resources, it is essential to solid the management of all resources in colleges and university. And the author think that people should look on the human resource as one of the universities' resources and intensify its management, so as to develop the people's potential capacities. In order to contribute to the universities' development, the author think this is important on the basis of soliding management, building such of a set of higher education's evaluation system which will provide all-round information of universities' resources efficiency.Our tentative research is to build a unified and practical resource evaluation system, which can convert incomparable data into comparable ones. That is, it should, sticking to the conformity of resource management, be capable of discriminating the different features of its subjects, while with the admission of the restrictions resulted by the incomparable scales, it should develop a feasibility to have resource performance or efficiency compared. It is worth notifying that researches of this kind are rare at home and abroad, which leave relatively large space for us and yet increase the difficulty in this study. At this point, a lot of investigations should be carried out in the research process. The scientific evaluation indicators and methods we are to establish should be able to explicate the actual resource efficiency through certain processing of accounting data and other relevant financial materials, and produce a ranking list as an objective document for the comparison and evaluation work.
