The first part reviewed past researches about writing. Hays and Flower (1986) proposed a model for writing process. It suggested that writing is an interaction process of task environment, the writer's long term memory(declarative knowledge) and working memory (procedural knowledge).Then summarized factors that influence writing process and instructional interventions to writing process.The second part analyzed writing instruction under the guidance of instructional psychology. Conceptual understanding, writing skill and strategy are components of writing expertise. Conceptual understanding covers many domains. It can't be enriched by writing instruction. Writing instruction should teach students how to write not what to write. So the main target of writing instruction should be basic skill and strategy.The third part is experimental research about strategy instruction .It investigates: how to design writing strategy instruction in primary school of china; the relation of strategy instruction and prior writing competence; the relation of strategy instruction and conceptual understanding. Result suggests: 1. Designed strategy instruction have significant effects; 2. Strategy instruction and conceptual understanding significantly interacts. Effects of strategy instruction weakens when conceptual understanding is rich or poor; 3. Strategy instruction and prior writing competence interacts significantly. As prior writing competence increases, effects of strategy instruction decrease.
