| The obvious difference in urban and rural areas exists in the social security system of our country. Comparing with urban population, the range of social security which the people in the countryside can obtain is comparatively limited. Limited by various kinds of factors, for a long time, in the countryside, only the " five guarantees " support system that serves a few specific targets insists on, and other social security projects have not been implemented extensively. This text is the research of state of supporting about the important colony of the rural five guarantees targets ~ the old man of the five guarantees.This text is a case study that is about Wenzu town, Zhangqiu city of Shandong province. First of all, the materials are collected through the interview method and observe method. Then combine documents to analyze the existing materials. Finally, use the social support t theory, the social assistance theory, community care theory to explain the state of supporting of the old man of the present rural five guarantees.This text is divided into five chapters altogether:Chapter one: PrefaceIntroduce the purport, content and method of the writing of this text mainly.Chapter two: Development course and research document retrospect of the rural five guarantees support.This text divides the development course of the five guarantees support into three stages according to the source of the funds of the five guarantees support: 1956 — 1977, period ensured collectively; 1978 ~ 2000, the recovery and new development of five guarantees support work; The five guarantees support system since the reform of rural taxes and administrative charges. This text introduces the five guarantees support system from 5 respects: the targets, content, standard, capital source and form of five guarantees support. In this part, I have also reviewed the main achievements of the study of the rural five guarantees support, and introduced the theoretical foundation of this text.Chapter three: State of supporting of the old man of the five guarantees in Wenzu town.First of all, I have introduced basic situation of Wenzu town which is as case of studying. Then, I describe state of supporting of the old man of the five guarantees in Wenzu town from 5 respects: the five guarantees target, content and standard, form, capital source, management.Chapter four: Social support analysis of the old man of the five guarantees.This chapter analyses the social support state of the old man of the five guarantees from formal social support and informal social support through analyzing the maintaining of material life, the treatment of daily life and the spirit comforting of two cases.Chapter five: Extra discussion.This chapter has probed into three questions: responsibility subject of the five guarantees, community role in five guarantees support and developing direction of five guarantees support.All in all, there are few researches about the rural five guarantees support in the past In the past researches, there are few ones that involved the developing history of the five guarantees support, and seldom has a analysis to the single case, at the same time, the five guarantees targets' own demand, especially the support to their spirit is mentioned little. Looking back at the development course and research document of the rural five guarantees support of our country, the case study method, using the social support theory to analyze the current support situation of the old man of the rural five guarantees are all rare. In addition, funds of the five guarantees support has been the key that the work of the five guarantees support develops smoothly all the time. In planned economy period, the funds of the five guarantees support came from collective economy; After reform and opening-up, the funds of the five guarantees support and came from the fund retained by the village, township pool; After the reform of rural taxes and administrative charges, the funds of the five guarantees support and came from " two surtaxes " and higher authorities' financial transfer payment In 2004, Zhangqiu city of Shandong province canceled all agricultural taxation. In the areas thatcanceled agricultural taxation, how about the state of the 5 guarantees support, how to solve support funds? This has the signification for the construction of the five guarantees support system, hi documents that I find, I have not found specializing in to this problem yet.In this text, I didn't carry on the detailed argumentation about all five respects of the five guarantees support- food, clothing, housing, medical care, burial expenses(the orphan is guaranteed education) one by one. Because in the real work, the five guarantees can not guarantee all five respects are implemented, and there is difficulty in even most basic protecting the eating, it is very difficult to evaluate every content of supporting. In addition, because the five guarantees targets in the case studied -Wenzu town rely mainly on dispersing, this text lacks deep analysis to the concentration of the five guarantees targets.
