Urban poverty is a special problem which can not be avoided and be delayed to settle out during the period of transformation. The paper begins with describing the development theory, then points out poverty is needed to be cared in development. On the basis of consulting and absorbing theories in which scholars studied the poverty problem, the author gives a detailed introduction of urban poverty, that urban poverty is consisted on material poverty, social right poverty, quality poverty and social source poverty.After researching the urban poverty of Changsha City, the paper describes the present situation of urban poverty: the scale, distribution condition and major parts. Then the author discusses the life of the urban poor: their income is less than outcome; social stands is too low; they are lack of professional technique and culture quality; their spirit is poor and full of social exclusion, etc.There are two kind of reasons leading to urban poverty: the outer factors and the inner ones. The former includes reconstruction of distribution system, social security system and labor institute, and lots of people coming down from working post and unemployment, which are all caused by social surrounding of transformation; the latter includes the lack of human resource and reemployment obstacles.The author gives following solutions and countermeasures to relieve urban poverty: first, to control distribution, improve regulation, shrink the income gap and implement the lowest living security system; second, to expand social right, put more effort to improve law system and promote participation of the poor; third, to promote cultural level and skills of the poor, promote education and training and expand employment and reemployment; fourth, to implement society integration, give play to function of community and the third department.
