On the view of study section, The development of IT education in China has experienced the process of being extended from senior middle school to junior middle school then to elementary school; and on the view of implementation teaching condition, it has already and was experiencing the process which expanded from the high-technology condition area to the low-technology condition area. Correspondingly, the compilation of existing IT teaching material is also considering fitting in with to higher study section, the high-technology condition area and crowd under high-technology condition more, but to the user who under the low-technology condition, there are many problems in the teaching material, such as content is too difficult, obsolete and divorced from reality of student's and so on. Through studying on many literature, unifies practice which the teaching material compiles, the author has discussed how to select content of teaching material and propose the corresponding strategy in the paper.The paper has carried on the classification and explanation based on the literature analysis to the low-technology condition and divided countrywide technology condition into five kinds, this paper will study the fourth.The paper has constructed three content selection strategies, all of which take "Instruction outline of IT curriculum in Primary and Secondary schools" as guiding ideology and the low-technology condition as the center. On the one hand, on the view of the static angle, the author divided the factor affecting teaching material content's under the low-technology condition into the factors of thing and factors of human, and construct two strategies respectively: selection strategy of replacement and selection strategy of hierarchy. On the other hand, on the view of the dynamic angle, the author constructed selection strategy of guide synthetically. These strategies have the reference and the instruction value regarding the low-technology condition under IT teaching material compilation and beneficial to IT curriculum in Primary and Secondary schools' further consummation and realization of IT teaching material diversification, and strengthen the teaching material the local compatibility.
