Human rights refers to the inherent rights that every person has from his born, no matter what his sex, race, color, language, nation, age, class, region, and political belief is, which he enjoys or should enjoy only if he lives in the word. Establishing social political, economic, statute system s that respect and ensure human rights, is the symbol of social development, and the goal which all the human beings struggle to achieve. However, promoting the education of human rights, propagating the concept of human rights, and molding the common culture of human rights are critical ways to realize the goal of human rights established by International Human Rights Announcement, Civil and Political Rights International Public Treaties, and some other human rights treaties.Human rights education aims to let educatee knows what is the human rights, which rights he should enjoy as a human being, how to guarantee his own and other people's freedom, dignity, and rights, and how to practice in his daily life.Since 1950's, many developed countries and areas have carried out the related researches and practices on human right education. But human rights education has been a novel concept to our country, researches on human rights processed by our authors have still been at the initial stage, human rights education in the practice field has not been started normally. It's well known that developing socialist market economics, socialist democracy politics, socialist advanced culture, and promoting harmonize development of socialist material civilization, political, civilization and spiritual civilization continuously is the direction of our party and country. In 2002, it's said clearly in the Sixteenth National Congress of the CPC(the Communist Party of China), "Developing socialist democracy politics and establishing socialist political civilization are the important goals of building fairly comfortable society comprehensively. Human rights education is the important content and task of implementing democracy, promoting legislation."In order to develop socialist democracy politics, and establish socialist harmonious society, we must promote human rights education. This article mainly states the interrelated analysis between human rights education and ideological and ethical course, and discusses the principle, process, and method of human rights education carried out by the ideological and ethical course in the compulsory education stage. This article compares human rights education with ideological and ethical education from the angle of fundamental concepts, teaching aims, and teaching contents, and points out it is necessary and feasible to launch human rights education through ideological and ethical course. In all curriculums at the compulsory education stage, there is no course except ideological and ethical course has such a close relationship with human rights education in many aspects, such as concept and content. Therefore, considering importance and urgency of human rights, the condition of our country nowadays, courses' characteristics of our compulsory education, carrying out human rights education by ideological and ethical course is a feasible and effective method. Combing characteristics of human rights education, author also tries to discuss some issues and countermeasures faced by the ideological and ethical course in human rights education.Human rights education is a process of guiding person's spirit, and helping people establish correct concept's of human rights. Carrying out human rights education through ideological and ethical course effectively, not only involves educatee's awareness of their own rights, formation of history and civilization concepts related rights, but also influences harmonious, legislation, and civilization of society in the future.
