Educational examination system is essentially the embodiment of national determination. At the same time, it is restricted by the social, political, economic and cultural levels of development of the country or region. During the knowledge and economy era of promoting lifetime education, and the increasing of economic and information globalization trend, we need stand on a more comprehensive and broader perspective to learn about the educational examination system. It can be a better understanding of others and ourselves, to identify gifted and poor, and grasp the development trend through the comparison and study the educational examination system by countries and regions around. Thereby, we can create the consistent with the actual needs of the local educational examination system.This article based on the Hong Kong and Taiwan educational examination system for the subject of the research. With the mainland, the two share a common cultural roots and conform to the respective features of the social environment on this basis. Howver HK and Taiwan educational examination system formed a separate distinct characteristics from Chinese Mainland. Understanding the process of the development in the educational examination system of the two, the development process and the difficulties experienced setbacks, as well as the experience be gained, it is beneficial to the educational examination reform and development of Chinese Mainland. This paper makes mainly use of literature analysis and comparative methods, by the large quantities of literature data, and collating the status of Hong Kong and Taiwan educational examination system and the main stage of experienced history. Analyzing the similarities and differences, and summing up the characteristics of educational examination system between the two significantly. Finally, it suggests the development process of educational examination system in China, how to learn the successful experience from Hong Kong and Taiwan educational examination system, and what lessons failure learned to avoid taking unnecessary detours of our future educational examination system.The introduction of the article introduces the origins of topics of the study and research value firstly, then described in detail of the specific research ideas and methods, and the way of literature review on the evolution of educational examination system and its basic concepts, theories, etc. And it also focuses on the key and the difficulty of the study to explain. The chapter two retrospectively analysis the history of development background of educational examination system in Hong Kong and Taiwan.by using historical clues and understanding of the changes and the development in the educational examination system of the two places, and under the premise of historical background of the social, political, cultural, and the relationship between the education. Chapter three is the analysis of the status of the educational examination system in Hong Kong and Taiwan, mainly including the establishment of existing educational examination system of the two, and the operation mode, the implementation of specific management areas, as well as the present situation of development, etc. Chapter four is the analysis of characteristics and causes about the educational examination system of the two, and then comparing the educational examination system of HK and of Taiwan. In addition, it also summaries the similarities and differences in the management system, operation mode, examination organization, the examination subjects, as well as comparison of grade and the handing approach of grades, etc. Chapter five gives inspiration about the reform of the educational examination system at the two places for the domestic reform, and thinking of the examination value changed, the active influence intensified, the admission and the examination separated, the public credit promoted, the examination function exerted sufficiency, and the selective utilization knowing, etc.
