China's Statistical Work In The International Comparative Study

Since it was the time of 20C, especially after the Second World War, with science and technology developed rapidly and dramatically, every country in the world have gradually strengthened the measurement in scientific and technical activity which was about the industrial field, government and the whole nation, specially in research and development, in order to make management effective to work for scientific and technical activity that is immense and complicate; in order to make national scientific and technical activity efficient to serve for the whole development strategy of nation. Under the circumstance, scientific and technical statistics came into the world. Whereafter, certain organization as OECD and UNESCO make efforts to achieve the aim to cause economy and technology integrative, in a while, scientific and technical statistics obtained substantial evolvement that never got before in many aspects, such as the expansion of statistic extension, formation of a serious of international statistic system, and so on.After introduced the basic content of scientific and technical statistics, the author describes not only the process of development of international scientific and technical statistics in this article, but also the recent scientific and technical status of important international organizations and developed countries.The scientific and technical statistics in China have a later development and a weak basement, but developed countries accumulated much precious and successful experience that is good to be used for reference for China. Then, our country expand the research of industrial technical creative and high-tech statistics on the base of system to build up basic statistics of R&D and consummate basic investigation. However, because there is diversity in political system and economic status between China and developed countries, the system of scientific and technical statistics contradicted with certain international standard at the very start, and also there are some obstructions to compare with internation and position status in scientific and technical field of the world for China. Therefore, as for the scientific and technical statistics in China, the author present some objectives to close to international standard, and the same time, indicate its necessity. Competed with international system of indicators and statistics, the author take on a serious of good measure against major weakness that unfolded in recent scientific and technical statistics in China.
