Farmers Under The Government-led Focus On Resettlement Community Governance Model To Explore

With the fast development of the Chinese urbanization, the community of peasant resettlement became an important measure of promoting the modernization of the new rural development, it is a concrete embodiment of implementing the scientific concept. It had a great significance of the urban and rural economics and social development, accelerating the improvement of rural areas, making the development of the Town Rural economics, society and environment come true.The research object of this paper is the community of peasant resettlement, from the perspective of Governance theory, community governance theory and public governance theory, analyzing the situation and problems of the domestic communities of peasant resettlement, comparing the experiences on the community governance between the Chinese and foreign countries', proposing the conclusion of establishing the government guard model of the community of peasant resettlement. Firstly, gave the description of the relevant theory; Secondly, introduced the historical background, the actual situation and the main governance model of this community, comparing the difference of Chinese and foreign, came to enlightenment; as the core chapters, Chapter IV proposed a government guard model of the community of peasant resettlement, and gave the description of this model's theoretical foundation, impact elements, system design and the expected results; in the fifth chapter, it gave the ways to how to build this model in reality; in the practice chapter, it introduced the Chengdu practice case, analyzing its characters and successful experiences, making some suggestions for its progress and development .This article combined the theory with practice, it proved and widely promoted the theoretical model. From the concept to the essence, from the characteristics to the law, from micro to macro, from local to a whole. It made a comparison on the difference of the governance model between the Chinese and the foreign country to revealed the characteristics and laws of this model, in order to built a government-led governance model of community of peasant resettlement which is fit to Chinese actual situation. The innovation of this article is: Firstly, the innovation of theory. It combined the community and governance theory, breaking the limitations of a single academic study, bringing innovation of theoretical research methods. Secondly, because of the lack of the relevant theoretical research, the discussion of this topic, to some extent, will enrich the Community Governance theory in the urbanization background, complementing and expanding the theoretical study.Secondly, the innovation of the research object. Regarded the community of the landless peasant resettlement as the research object, in the perspective of the community governance model to set up an innovation proposition of peasant communities.
