The present appointment system of teachers professional skills were put into practice in 1986 with views to improving the system of teachers professional skill, stimulating teachers'initiatives and enhancing teaching quality. Problems originating from the system have been exposed and need to be further reformed and improved. The separation of assessment and appointment system is a main form which adjusts to middle and primary school teachers and also the tendency of reforming the present appointment system. The research into the present system will be insightful in guiding and deepening of the innovation of personnel system in education.The thesis includes five parts:The first part traces the background and the theoretical framework of the separation of assessment and appointment system, which focus on elaborating the necessity and the feasibility of the seperation system from aspects of hypothesis on humanity, psychological bases and behaviourism.The second part deals with describing operational mechanism of the seperation system, which includes classifications of qualifications for posts and professional skill positions in middle and primary school assessment and appointment system.The third part centers on investigating executions of the seperation of assessment and appointment system in middle and primary schools of Zibo. The research chooses the front-line teachers, school leaders and personnel officers as the reseach targets, investigates their knowledge and understanding on the system, and works into executions of the seperation system and suggestions on reforms. And then the problems are delivered in a form of data analysis.The fourth part sums up and analyses the problems originating from the system, which are exposed mainly in the areas of setting-up professional positions, assessing appointment qulifications and appointing positions.The fifth part elaborates innovation strategies in the seperation system of middle and primary school, which involves how to heighten consciousness, improve the appointment system, and strengthen coordinated reforms.
