The Two Cities Of Shanghai, XI' AN ( Residents ) Comparative Study On Community Participation

Ministry of Civil Affairs proposed the concept of community constructs in 1991 in order to adapt political and economic reform, since then, the movement of community constructs which achieve long-term goal of Community self-government flourished throughout the country together. As our primary form of social governance, Community autonomy is an advanced form of community involvement. The study of community involvement condition from which the community constructs has been started can provide a reference to the Chinese characteristic of community constructs.In order to explore the developing trends of community involvement and problems in community development, in this paper Shanghai and Xi'an were selected as samples of the two communities to take surveys and interviews.The reason why selected Shanghai and Xi'an as the comparison samples is that Shanghai is one of the earlier test areas, after years of exploration, which has established a relatively complete system of community self-government regulations and policies, set a reasonable neighborhood structure organizational structure, and has the professional social workers.On account of being restricted by the level of economic development community building in Xi'an started later than Shanghai, which has a relatively slow pace,so there is a certain gap in the above areas of community building. Meanwhile, the residents in the different cities have differences in ways of thinking and sense of community involvement,which leads to the differences in community involvement in Xi'an and Shanghai.In this paper referring to the existing theories in community involvement, from participation in the breadth, depth, frequency, durability, power sources and effects, the auther analyzed the survey results which show that the community involvement of Shanghai is better than Xi'an in the overall participation rate of urban residents, the rate of political participation and the satisfaction to political participation.But the community involvement durability in Xi'an is better than Shanghai.At the same time, this study also found some common problems hindering community development, such as participation in the main imbalance, participation not in-depth, passive participation in the main, these problems have become constrained bottleneck in the development of urban communities.To solve these common problems, the author proposed some solutions in the hope of referring to the community development of Xi'an, such as the change in government functions, training the residents'sense of belonging and identity to community and cultivate the backbone of the community.
