They have also exerted a heavy effect on many international affairs and push some internal affairs of sovereign state to go international. Mean time, the public welfare causes some international NGOs launched in some countries have somewhat effected the development of public politics. The activities of NGOs launched on the world stage have added new legal factor too international politics. And also it has promoted the fairness of society. But we have to admit that its development is restricted by some factors. These factors include:its capacity, legality, democracy, imbalance of regional development and passive factors in itself. This passage, after analyzing the function and restrict factors of NGOs, took Plan as an example and illustrate the fund source.scope of business, the patter of operation of these NGOs. It has analyzed the current situation of our country's NGOs.it has pointed out some problems existed in our NGOs. Based on these, it has demonstrated the path option of our country's NGOs. Experiencing a transformation of China, non-governmental organizations in China have a certain scale of development, some international non-governmental organizations through various ways to realize localization, the organization and the establishment of aid in their domestic nongovernmental organizations has considerable complexity. The counter measures is that, not laissez-faire, nor a complete ban, but using the comprehensive management mode to make the international non-governmental organizations in China's positive role to the maximum and negative influence to the minimum.
