Assessment of teachers, one of the fundamental constituents of the educational assessment, in theory and practice, can be roughly classified into two assessments: bonus-penalty assessment and developing-sustaining assessment, The former one focuses on the assessment of students'learning, which grades the teachers'performance according to certain assessing standards with bonus and penalty as main means and then accordingly upgrade or degrade teachers'professional rank, raise or reduce their salaries, dismiss them, etc, The latter one aims at promoting teachers'future development, which highlights teachers'individual needs for development according to their performance, then works out their respective aims of development, offers them opportunities of further training and self-development, and consequently enhances teachers'professional abilitys,This paper investigates different systems of teachers'assessment adopted by two colleges in Mianyang city, surveys and reflects on the present system of teachers'assessment in China, Based on these studies, it analyzes differences and similarities between the two assessing systems, combs and concludes the assessments resulted from the blending assessing system, and then finally probes into the ways of integrating the two assessing systems to form a new and more feasible one, It includes three parts: the first is about the literary review of teachers'assessment system, the second the present situation of teachers'assessment in China, and the third integrative study on bonus-penalty assessment and developing-sustaining assessment,...
