Multi-center Community Drug Treatment

Yunnan has become a big disaster area of China's drugs taking since 80s of last century. Taking drugs not only does great harm to one's physical and psychological health, destories happiness of one's family, but also is an important cause of criminal crime and the spread of AIDS, endangers the stability of society and let the society pay a lot for controlling it. On the supply and need sides of drugs market, replacement plant'is an effective way to control the supply of heroin market, while the high rate of resumption makes control of drug need a big puzzle. Radical decrease in the number and need of druggie is original goal of the setting of community drug treatment in China's Law Against Drug Abuse. How is the administration efficiency of the law up to now? This article is focused on public administration's'Polycentric governance theory', taking drug treatment of MengPeng, a town of XiShuanBanNa state as an example, dealing with the problem with qualitative-quantitative combined method, carrying out a thorough investigation towards the treatment force of government, countryside autonomic organization, family and 45 druggies in the expectancy of providing evidence for the revision of law against drug abuse in minority areas of YunNan .Research shows that 80% of the druggies in frontier minority areas are minorities and most are within junior high school level, among which 7o% are farmers. According the research towards 45 Addicts, I found the main causes of resumption are the influence of companions, low self-control and little knowledge of AIDS's infection. These causes respectively account for 48.9% and 42.2%.Also 77.8% addicts hold negative attitudes towards community drug treatment, and the main causes are insufficient aid, instruction and incomplete policies and measures. Present demands include refraining from drugs, finding a new job, support of their families and elimination of discrimination. Based on analysis, I conclude the existing difficulties mainly include polycentric governance pattern which government continues to use in community drug treatment; implementation difficulties caused by the lose of policies; the lag of local government's administration; absence of training to countryside autonomic organization; family's insufficient teaching, supervision and passiveness.This article brings forward multilateral treatments in regard to the existent jams in community drug treatment: 1. Give full play to government's leading role and make community drug treatment rules of YunNan province as soon as possible, establish corresponding treatment system among many departments.2. countryside autonomic organization should reinforce minority areas'community construction in an effort to serve community drug treatment work.3.Exert family's fundamental actively, set up family support system, looking forward to giving more attention to community drug treatment's public policies in minority areas of YunNan, increasing administration efficiency, reducing resumption rates, promoting druggies'recovery and coming back to society.
