The Multimedia Computer's Remote Monitoring System (MCRMONS) is astandard monitoring specification that can exchange network-monitoring data between the various network monitors and console systems. Along with the increasing maturation of digit audio and video compressing and codec techniques ,and along with the quickly development of network techniques and communication techniques, the technique of MCRMONS base on B/S mode which combines the traditional MCRMONS and Web technique attracts more and more research and developing attention. The advantage of this style of MCRMONS is that it realizes the "thin client" mode, simplifies the soft on client side. The client side only need to install the operating system, protocol soft and browser and connect into network , then can monitor remote side at will if security permitting. The development ,maintenance and upgrade for all application are concentrated in server side.Java" Media Framework (JMF) provides a common cross-platform Java API for accessing underlying media frameworks. JMF provides a unified architecture and messaging protocol for managing the acquisition, processing, and delivery of time-based media data. JMF supports most standard media content types. With JMF, you can easily create applets and applications that present, capture, manipulate, and store time-based media. The framework enables advanced developers and technology providers to implement custom processing of raw media data and seamlessly extend of JMF to support additional content types and formats, optimize handling of supported formats, and create new presentation mechanisms. By exploiting the advantages of the Java platform, JMF delivers the promise of "Write Once, Run Anywhere".This thesis mainly discusses and do research on the principle and key technique of the MCRMONS under B/S mode with JMF, including the basic theories of the audio and video compression and transmission associated with the MCRMONS and architecture of JMF , all function modules, and analyzing RTF protocol, RTCP protocol particularly. The thesis also present a complete designing and realizing scheme from hardware to software. And it describes thehardware structure and all software function modules of the scheme in details, and introduces the key steps of program realization. This system enhances the independence, autonomy, reusability and easy maintainability of the program codes with the OOP. With the usage of Web programming technique ,the system's performance is more friendly, and is easy to use and operate. Furthermore, it is easy to program Java application and Java applet to reappear, capture ,dispose ,save and transmit time-based media stream(video and audio), and this quicken and simplify the creation and extension of MCRMONS.To solve the problem that downloading multimedia files or real-time video stream form internet takes a long time, stream media plays the video while downloading it, so the video can be played smoothly. The key technique of the realization of stream media is the transmission technique of stream. JMF provides real-time media server and transmission protocol of real-time streaming and progressive streaming. HTTP transmits HTML; and RTP transmis multimedia data; RTCP packet transmits control packet of controlling the rate of flow and congestion service. It's the key technique of the MCRMONS under B/S mode. For this reason, the thesis discuss the RTP and RTCP in details.
