Climate change is a key issue of universal concern in the international community, and global warming has become one of the main global environmental problems. Climate change will make important differences to many fields and departments, such as the ecological environment, water resources, as well as social and economic. In this paper, the typical river of the Huaihe river basin is studied to discuss influences on water quality and water quantity caused by climate changes(i.e., precipitation and temperature).The date including average temperature and precipitation come from the national meteorological information center, involving 10 ground international exchange station in the Huaihe river basin from 1961 to 2008. The temperature and precipitation series are analyzed by R/S method. The results show that the precipitation change is not apparent, and it's influenced by the natural cycle of climate signally. While, the average temperature manifests constant increase trend. According to the natural runoff series during the same period of the 10 hydrology control stations, water resources decrease gradually on the whole. Then, the stability of the runoff series are discussed by R/S fractal theory. According to the changing trend on water quality of the 45 provincial sections, the water pollution in 2001 to 2006 is more serious compared with 2000. In 2006, the water quality compliance rate of provincial sections is only 42.4%. The Huaihe river basin faces the double pressure with water quality and water quantity.The Huaihe river basin is one of areas in which water resources are highly exploited and seriously disturbed by human activities. The "social economy-water resource-water environment" composite model with climate change is established, in order to study the mechanism of climate change influencing water quality and water quantity. The precipitation change is predicted by CGCM2. In the IPCC's A2 and B1 situations, precipitation and temperature changes in the Huaihe river are simulated based on the downscaled GCM data. For comparison, the future is divided into two phases:2020s(2011-2030),2050s(2041-2060).Influences on water resources by climate change are studied, meanwhile, how the water quality will response to climate change is also discussed. The research is important to deal with climate change, including hydrological trend changes and the possible ecological environment problems.
