Energy saving and low-carbon has not only become China's development goals but also the world's. As fossil fuels are still the main energy sources of power, abundant wind, solar and other green energy has not been fully utilized, which will bring the power industry is facing energy crisis and environment crisis. Electricity as the center of the energy industry is one of the decisive factor which restrict the development of the national economy. It is on the strategic position of leading industry and must develop in advance and this is an important national economic development rule. It is the key to speed up the development of power industry that generating development strategy which adapt to recent and long-term national economic development needs. Among them, the power optimization of energy structure is a very important issue. It is still in an early stage to optimize the energy structure for power generation now, and there is very little quantitative analysis but only some qualitative analysis such as Morphology, Analogy and Delphi. Qualitative analysis depends on the person's intuitive thinking, judgments and knowledge accumulation, the results of these methods is largely people's expectations, and the error is large. In this paper, a preliminary quantitative analysis is given using the multivariate statistical analysis.Power plant statistics are valuable data resources, and it has been of great concern to how to make full use of the data to provide reference for decision-making. This article is based on the establishment of green electricity system; promote the sustainable development of the electric power industry to address the power crisis in perspective. In this paper, it has established the power plant emission reduction model and the sustainable development model using the multivariate statistical analysis after collecting the dates of existing thermal power, hydro-power, wind power, solar power, nuclear power and other power. According to the requirements of energy conservation, it can determine the improvement program of the plant and establishment of new green energy plants using the energy saving model and calculate the sustainable development ability of the converted power plant and new green power plants in order to evaluate the sustainable development of a power plant as well as an area, and provide policy makers with a scientific basis for decision making, and finally achieve the common development of social, economic and environmental benefits. During the two sessions, it has proposed to construct a UHV transmission line between Inner Mongolia and Jiangsu in order to send the abundance of power in Inner Mongolia to Jiangsu where is lack of electricity and coal. This proposal which concerned above is as an example in this paper to optimize the proportion of existing thermal power plants, thermal power plants to be improved and wind power plants using the power plant emission reduction model and the sustainable development model and it is verified the practical application of the two models.
