Tianjin is one of the cities lacking of water resources extremely. In order to meet the needs, a large number of groundwater has been mined and ecological environment has been severely destroyed. In recent years, the governmentenhanced management and has achieved certain results. We should use groundwater resources more reasonable with the great responsibility. In this paper the indexes for integrated control of groundwater resources in Tianjin was studied, with the purpose of providing new ideas to the scientific management and evaluation of groundwater, and archiving the targets of sustainable development of groundwater resources.This paper used the model to predict groundwater trends of Tianjin in twenty years. The result showed the high correlation coefficient between the value of the groundwater level and the amount of groundwater mining, the amount of groundwater mining and the value of the land subsidence, so that the groundwater can be controlled. In future management system, we can control the value of the land subsidence and use the relationship formula to calculate the amount of groundwater mining, so as to gain the value of the groundwater level. Furthermore, we can control the land subsidence in the allowed range, monitor the groundwater lever at any time and check the groundwater mining every month.That Different mining scheme should come to different indicator threshold is pointed out, with the case of safety mining value and sustainable mining value. Basing on this indicator threshold as base underground water mining situation evaluation benchmark and combining with the real monitored value of the control indicator, the administrative district was evaluated, and the encouragement and promotion system was built according to the appraisal process that promoted in the paper. The users are divided into two categories by different applications, and every category should be given its index weight to improve the rationality and practicality of groundwater management.A series of more comprehensive models of groundwater management and control were established using Tianjin as a case study in the paper, which is new trial and exploration to underground water control, and opens up a new way to apply to other areas. It's proved to be a feasible method to the groundwater management.
