Amouts of image, numerous types and character of rapid production bring great challenge to image data management and distribution. To traditional storage based in file, it will seriously affect retrieval speed and cause data loss and other problems while the data counts reached a certain level, which seriously affected the efficiency of data.In the current background of image data storage, based in analysis of image data characters and data contents and on application requirements, this paper proposed and explored new management schema which is relational database, ArcSDE combined with FTP. This paper mainly dealed with the image data contents, header file format and contents, storage management mechanism of ArcSDE, and based this, constructed comprehensive image database.One mining area is a raster catalog, and this realized ce centralized management of image data mining.Based on image database, designed and implemented image management system in ArcEngine9.3. This system studied and implemented parse of multi-source image metadata and extraction of small image; implemented extension of system for image data using open source library GDAL; realized research based on several formats, which contains spatially research, attributes research and mixed research mixed with spatial and attributes; and this system realized image distribute and download; in the face to national standard mapping needs of ArcGIS users, this system designed the national standard graphics module, which produced the results shown in figure profile in full compliance with national standards promulgated in 2006 GB/T20257.3-2006.
