In the middle of 20's century, the chemical fiber industry has been developed rapidly. Chemical fiber effluent has become the important part of factory effluent in the whole society. And the treatment of which has attracted more and more attention. While chemical fiber has the characteristic of high organic content, high potential of hydrogen, large emission and non-degradation. So there are many problems during the progress of its treatment. How to realistic the low-cost and high-efficient treatment now becomes a difficulty to be overcome in the field of environmental protection at home and abroad. Nowadays the chemical method and the biologic method are used together to treat chemical fiber effluent, which is not only low in cost, but also good effect, and is given high priority in design of chemical fiber effluent treatment progress.The reconstruction project of effluent treatment craft of studied in this paper. Many defects were found through the investigation and analysis of effluent emission condition and treatment craft, and discussed the necessity of craft reconstruction. Then, the reconstruction project of effluent treatment craft was fixed and the optimal design of each treatment craft cell. Also, design project of the supported buildings and structures were given in this paper. At the last, the management and control of the project and economic analysis of the treatment craft after reconstruction were explained. The results indicated that this reconstruction project reached the expected effect. It should be point out that recycle of the recycling resource was mentioned in this project, this accord with the sustainable development way.After the reconstruction of chemical fiber effluent treatment craft, CODcr of the water discharged from the effluent treatment stations is no more than 350 mg/L, BOD5≤100 mg/L, SS≤100 mg/L, PH:6.0-9.0, all the pollutant concentration indexes meet the Water Quality Standard of Effluent Discharged into Urban Sewer (CJ3082-1999) and the emission amount reached requirement. Anaerobic methane recycles equipments and sludge recycles and machining equipments were added in this project. This design not only reduced the cost of effluent treatment, but also avoided the secondary pollution to environment caused by those pollutants. It improved the local environment quality, protect public health and promote the society stabilization. Beside those, it also brought huge society benefits and economic efficiency. In a word, this reconstruction made for sustainable development of the company.
