In this paper, Huainan Chemical Group, as the research object. Major hazard installations in Huainan Chemical Group have be analyzed, thus, distribution and its harmful consequence of major hazard installations in Huainan Chemical Group would be known. By using consequences analysis of major accident to calculate the accident death radius and Casualties within death radius, we can know the response level and plan level. By Case-Based Reasoning, we can search the case which is similar with accident, and also can know the rescue plan of the similar case. By improving E.W.Dijkstra Best path analysis, we can determine the best emergency services and its path. We also analyze and select CTI (Computer Telecommunication Integration) technology program, thus they supply the technical support to emergency decision.We design and development the management system of running emergency rescue plan of major hazard installations in Huainan Chemical Group by Visual Basic6.0 and Microsoft SQL Server. Through the management system of running emergency rescue plan of major hazard installations in Huainan Chemical Group, hazardous chemicals in Huainan Chemical Group and the resources of emergency services in Huainan would be well managed. According to the input alarm information, the system will do consequences analysis of accident to determine the response level and plan level, design the plan start mechanism which refer to rescue program of similar cases, take the best emergency departments and paths by best path analysis, base on rescue plan, and combine with disposal program of major hazard installations in Huainan Chemical Group. Using the system, not only can enhance the daily management of the emergency state, you can also make better decisions and emergency dispatching, to run fast and efficient emergency rescue work.Figure [28] table [18] reference [56]...
